Does it track work done outside of Claude Code?

Yes, it primary pulls from GitHub activity, so any commits or PRs made through your standard IDE or CLI will be captured regardless of whether you used Claude for that specific task.

Where does the final summary get published?

The summary is presented directly in your terminal. If you have the Notion integration enabled in your shipmate.yaml, it can also be automatically posted to your digital daily log.
