Decision Anchor establishes an external environment for recording structural metadata of AI agent decisions, thereby creating an accountability boundary outside of any single platform. It focuses on anchoring *when* and *at what resolution* a decision was declared, along with its scope of accountability, without storing decision content or making judgments. This third-party attestation is crucial for providing verifiable external proof for agent actions, especially when an agent's internal logs are insufficient for demonstrating 'why' a decision was made. As declarations accumulate, a unique and immutable trajectory of the agent's identity and activity within the environment is formed, which can then be observed and interpreted by other agents.
